tourist taking a local plane in the US?
my cousin is a tourist here staying in chicago, he will be taking the plane to san francisco and his passport is with his mom and she left for alaska. can he just take any government id from his country for boarding? like a driver’s license of his country? he is from the philippines

No, being a foreigner visiting the US, he will be required to show his passport. That is not only a US law but an international one, as well.
He had better contact mom and get overnight delivery of his passport, and if he is leaving before he can get his passport back, he will have to change his reservations.
Without a passport, as a foreign national in the US, he won’t even make it past the TSA checkpoint.
