What cruiselines allow 19+ to book a room on 1 of their cruises? Also where can I find good deals for cruises?

As a matter-of-fact, Princess is one of the only cruise lines I know that will allow guests to book at 18 years of age! They do not have a requirement that at least one guest be 21 years old.
However, you must be 21 years old to drink.
PS.
I just called Princess to make sure that I remembered correctly, and they re-confirmed that they will allow 18 year-olds on their own!

Now, as to the second part of your question, the absolute best answer I can give you is not to use a travel website, but to talk to a good travel agent. Tell him/her what your needs are, and that “you are looking for the best deal”.
There is no additional cost or hidden fees for their services and you’ll have a name and a face to speak to, rather than merely inputting your name, address and credit card into an on-line form and hoping for the best! Personal service is everything.
As far as what’s included and what’s not included in your cruise price, here’s a little guide:
